Bukluran para sa Katotohanan - CALABARZON

Pahayag ng Pagkakaisa at Pagtutol sa mga Panunupil na Isinasagawa ng Pamahalaan sa Nagkakaisang Sambayanan

Mula sa iba’t ibang antas ng pamumuhay, paaralan, simbahan, pagawaan, samahan at pamayananan, kami ay nagbuklod sa iisang paninindigan: Dapat nang paalisin sa kanyang nakaw na pusisyon si Gloria Macapagal-Arroyo. Dapat bigyang daan ang mga makabuluhang pagbabago kapalit ng gobyernong puno ng pandaraya, kasinungalingan, katiwalian, karahasan at labis na pagpapahirap sa masa.

Lunod na lunod na sa kahirapan ang mayorya ng mga Pilipino. Bilang mamamayan dito sa Calabarzon, ramdam namin, lalo na sa aming hanay ng maralitang magbubukid at manggagawa, ang malubhang krisis sa kabuhayan na tuluy-tuloy na pinalala ng pangulong ganid sa kapangyarihan.

Kami ay mariing tumututol sa sunud-sunod na pagtaas ng presyo ng mga bilihin at serbisyo, lalo pa sa pagpapatupad ng Expanded Value Added Tax (EVAT). Ang EVAT, kaalinsabay ng talamak na overpricing ng langis, pagtaas ng singil sa tubig, kuryente at iba pa ay pawang para sa kapakinabangan ng mga dambuhalang negosyante. Lahat ng ito ay imoral at hindi makatarungan. Dito sa Calabarzon, ang libu-libong walang trabaho at mabababa ang kita ay lalo’t higit na nalulunod sa kahirapan dahil sa mga patakarang ito.

Kami ay mariing tumututol sa mga nagaganap na karahasan na inihaharap ng pamahalaan sa mga mamamayang mapayapang nagtitipon at naghahangad ng katotohanan at makabuluhang pagbabago sa lipunan. Bilang paggalang sa demokrasya at karapatan ng mamamayan ay dapat ng itigil ang pagpapatupad ng Calibrated Pre-emptive Response, EO 464 at No Permit No Rally Policy. Ganun din ang pakikilahok ng pamahalaan sa “War on Terror” at pagpipilit na maipasa ang Anti-Terrorism Bill. Ang pagpapatupad sa mga nabanggit ay maliwanag na pagtatakip lamang sa mga katiwalian ng pamahalaan. Lahat ng ito ay hindi makatuwiran, marahas at lumalabag sa pantaong karapatan.

Kami ay nakikiisa sa lahat ng mamamayan na aktibong kumikilos upang papanagutin si Arroyo sa kanyang mga kasalanan sa pandaraya sa eleksyon, paglapastangan sa mga karapatang pantao at pagkakait ng makataong pamumuhay.

Bilang kasapi ng Bukluran para sa Katotohanan - Calabarzon, ang aming oras, talino, lakas at rekurso ay taos-puso naming iniaalay para sa pag-oorganisa, pagmumulat at pagpapakilos tungo sa pagkakamit ng tunay na kapayapaan, katarungan at mga pagbabago na tunay na kapaki-pakinabang para sa buong sambayanang Pilipino. Kabilang rito ang pagtupad sa mga kahilingan para sa tunay na reporma sa lupa, makataong pasahod, seguridad sa trabaho, pabahay, edukasyon at iba pang batayang serbisyo; gayundin ang pagkakamit ng katarungan sa mga kaso ng katiwalian na kinasasangkutan ng pangulong mandaraya at mga kasabwat na opisyal.

Bukluran para sa Katotohanan stands firm in its condemnation of the policy of a “calibrated pre-emptive response” adopted by the Arroyo administration. We stand united for the truth and reaffirm our determination to see President Arroyo vacate her office. We stand united against any attempt of this administration to use unconstitutional instruments, whether merely through threats or by actual force, to suppress the clamour for truth and to deprive a people of the legitimate right to peaceably assemble to petition for the redress of grievances.

The “calibrated pre-emptive response” policy is a direct and vicious response to protests led by Bukluran para sa Katotohanan and other groups calling for accountability on the part of Mrs. Arroyo.

But what does her policy really seek to pre-empt? The exercise of the people’s right to freely and peaceably assemble? The right of free expression? Of free speech? That would be an objectionable pre-emption, going against the very nature of democracy. Does it seek to pre-empt a further upsurge of protest actions against her government from a populace already reeling from the weekly increases in the priceof fuel, and bracing itself for the implementation of the Expanded Value-Added Tax and another round of power rate hikes? What calibration does Mrs. Arroyo and her minions envision? From bombast over the airwaves, to baton-wielding policemen to tear gas, water cannon, and eventually, artillery and guns?

What the policy of “calibrated pre-emptive response” actually means has been demonstrated for all to see. The policy’s true nature has been unmasked. Protest actions have been met with brutal force. In rallies last week led by the Kilusan para sa Pambasang Demokrasya, Akbayan, BAYAN, MCCCL, Bayan Muna, GABRIELA, Laban ng Masa, Anakpawis, Women March!, and UNO, protesters were dispersed forcibly and organization leaders were arrested.

Mrs. Arroyo has sanctioned the use of brutal force to silence the public will and to conceal the truth. But there is no pre-empting the truth – the truth behind Mrs. Arroyo’s cheating in the May 2005 elections; the truth of her administration’s corruption; the truth that President Arroyo has lost all credibility and moral authority to govern.

Bukluran para sa Katotohanan continues to stand in solidarity with all those that dare stand for the truth; to all those that dare stand for our country’s freedom; and, to all those that dare to stand for democracy.

Statement of support for Brig. Gen. Gudani and Lt. Col. Balutan


Bukluran para sa Katotohanan pays tribute to Brig. Gen. Francisco Gudani and Lt. Col. Alexander Balutan of the Philippine Marines who obeyed their conscience instead of Malacañang by appearing before the Senate. They gave testimony on the election fraud that took place in the May 2004 presidential elections.

The two deserve to be honored as exemplars of what it means to be an officer and a gentleman. They made a heroic personal sacrifice for the sake of the truth. Gen. Gudani was days away from retirement; Lt. Col. Balutan is in the prime of a promising military career. As a result of their testimony, they have been relieved from their posts and face a court martial.

Gloria Macapagal-Arroyo presides over a moral order where the loyal and corrupt are rewarded while those who stand for truth are punished. Let us not forget that some of the highest-ranking generals of the Armed Forces who now hold Gen. Gudani and Lt. Col. Balutan to account for insubordination are the very same ones who are directly implicated in last year’s electoral fraud.

Gen. Gudani and Lt. Col. Balutan are assured of the admiration, respect, and whole-hearted support of the organizations and individuals who make up Bukluran para sa Katotohanan, together with the vast majority of Filipinos who value courage and integrity. Our continuing demand for Mrs. Arroyo to make the supreme sacrifice for the country will neither cease nor abate.


A wave of repression has been unleashed on our nation, following the quashing of the impeachment complaint in Congress. Malacañang’s new policy of “calibrated preemptive response” ignores and challenges the constitutionally-guaranteed right to freedom of assembly. Mrs. Arroyo's patently unconstitutional Executive Order 464, effectively barring government officials from testifying in legislative inquiries since appearance before Congress requires the President’s personal approval, means Congressional hearings have been effectively barred from becoming a venue for exposing the truth.

The erosion of our civil liberties and the continued degradation of our democratic institutions are the price for the perpetuation of Gloria Macapagal-Arroyo in power. Clearly, an illegitimate government that gained power through fraud can only maintain itself through deceit, bribery and repression.

Bukluran para sa Katotohanan calls on men and women of honor and integrity in the civilian and military bureaucracy: Speak out! Speak the truth! Reveal what you know about the Arroyo government’s crimes against the people! Gen. Gudani and Lt. Col. Balutan have shown the way. Your conscience, like the truth, shall set our nation free.
