Statement of support for Brig. Gen. Gudani and Lt. Col. Balutan


Bukluran para sa Katotohanan pays tribute to Brig. Gen. Francisco Gudani and Lt. Col. Alexander Balutan of the Philippine Marines who obeyed their conscience instead of Malacañang by appearing before the Senate. They gave testimony on the election fraud that took place in the May 2004 presidential elections.

The two deserve to be honored as exemplars of what it means to be an officer and a gentleman. They made a heroic personal sacrifice for the sake of the truth. Gen. Gudani was days away from retirement; Lt. Col. Balutan is in the prime of a promising military career. As a result of their testimony, they have been relieved from their posts and face a court martial.

Gloria Macapagal-Arroyo presides over a moral order where the loyal and corrupt are rewarded while those who stand for truth are punished. Let us not forget that some of the highest-ranking generals of the Armed Forces who now hold Gen. Gudani and Lt. Col. Balutan to account for insubordination are the very same ones who are directly implicated in last year’s electoral fraud.

Gen. Gudani and Lt. Col. Balutan are assured of the admiration, respect, and whole-hearted support of the organizations and individuals who make up Bukluran para sa Katotohanan, together with the vast majority of Filipinos who value courage and integrity. Our continuing demand for Mrs. Arroyo to make the supreme sacrifice for the country will neither cease nor abate.


A wave of repression has been unleashed on our nation, following the quashing of the impeachment complaint in Congress. Malacañang’s new policy of “calibrated preemptive response” ignores and challenges the constitutionally-guaranteed right to freedom of assembly. Mrs. Arroyo's patently unconstitutional Executive Order 464, effectively barring government officials from testifying in legislative inquiries since appearance before Congress requires the President’s personal approval, means Congressional hearings have been effectively barred from becoming a venue for exposing the truth.

The erosion of our civil liberties and the continued degradation of our democratic institutions are the price for the perpetuation of Gloria Macapagal-Arroyo in power. Clearly, an illegitimate government that gained power through fraud can only maintain itself through deceit, bribery and repression.

Bukluran para sa Katotohanan calls on men and women of honor and integrity in the civilian and military bureaucracy: Speak out! Speak the truth! Reveal what you know about the Arroyo government’s crimes against the people! Gen. Gudani and Lt. Col. Balutan have shown the way. Your conscience, like the truth, shall set our nation free.
